Numbered steps or bullets for procedures

I’m revising a 14-page setup guide in Confluence, and I’m stuck on Step 3 where two sub-actions — Install driver and Restart service — can happen in any order. Would you edit this to use bullets for the sub-steps, or keep nested numbers and add a note that order isn’t required?

In my guides, I switch Step 3 to bullets with checkboxes and add an Info panel in Confluence that says “These can be done in any order” for “Install driver” and “Restart service” (https://support.atlassian.com/confluence-cloud/docs/insert-a-panel/). The checkboxes let folks track progress without implying sequence, but if you reference 3.1/3.2 elsewhere, keep numbers and add the note. Do readers ever need to cite a sub-step ID later?
